Why has the Japanese government never recognized / apologized for crimes committed to South Korea during WW2?

Original question: Why has the Japanese government never recognized / apologized for crimes committed to South Korea during WW2?
But Japan HAS apologized, again and again and again. We have even given billions upon billions of dollars in war reparation, technological assistance, etc. But it is not enough for them. It will NEVER be enough for them. They are intent upon seeing Japan as an ATM where they can use war guilt to get more and more money. It is time to say NO!
The South Korean government goes out of its way to make sure their people HATE Japan.
Left to themselves, Koreans would not have such a beef with Japan. When they come to Japan they are always happy. But the South Korean government makes sure that the hate continues.
For them, keeping Koreans hating Japan helps to make them more competitive and work harder.
So their propaganda continues. (Of course, the subliminal message is to not buy Japanese goods!)
The pics above are real and recent. Not exactly what one thinks of when they think of South Korea, right? This is in fact what they do. Imagine if the US government encouraged such actions against Iran or Russia or China! There would be an outcry.
Notice how the same question gets asked many times here on Quora. This is pure propaganda by both China and South Korea to remind everyone of Japan’s past. Of course, never mind the past of South Korea in Vietnam and their comfort women (no apologies, no compensation, zilch!)
Or what China is doing today to their minorities!
So they and they alone continue this cycle of hate. And every time it seems that people are “forgetting” or that one area of contention has been resolved, they will dig up something else.
Like this issue of workers, a dispute that had been settled by both sides. Now they decide they want more money so once again out come the statues and the bleeding hearts.
Again, no matter what Japan does, this will not end because they do not want to end it. Like a loan shark, they do not want an end to the conflict as they want the payments to continue. So they do this.
Therefore, it is time that Japan also said NO! And it is time that Japan also took to the media and put forth our case as well. People, including people in foreign countries, should not be held hostage to such tactics, and the local politicians should not be held hostage to the local Korean associations trying to bring their own propaganda to their shores.
Imagine if Iraqis or Vietnamese did the same thing to the US!
Enough with the statues and hate. Japan has apologized and paid time and time again. It is time to say ENOUGH!

In 1904, Great Japan Empire attacked Russian Empire without declaration of war and won it. In 1905, Japan took control of southern part of Sakhalin(Karafuto), and Japan forced Russia to not oppose Korea becoming a protectorate of Japan. In November 1905, Japan and Korea signed Eulsa Treaty(을사조약) which made Great Korean Empire a protectorate of Japan. As a result of the treaty, all foreign diplomatic offices left Korea because Korea was "immature" in its diplomacy so all diplomacy needed to be done by "mature" Japan. The US supported Korea being a protectorate of Japan by the Katsura-Taft Agreement. In 1907, the Imperial Korean military was disbanded. Japanese Resident General Ito Hirobumi forced
