South Korea should not have been trusted in the first place.
Firstly, this is NOT a trade dispute or trade war.
It is NOT even an issue of trade though the South Korean government wants to hide the truth and call it a trade issue.
But it is strictly a SECURITY issue.
And security issues are OUTSIDE the scope of the WTO.
It is NOT even a matter of discussion or negotiation between the countries. It is entirely a means of control by the selling countries.
The products in question are NOT normal products but STRATEGIC MATERIALS AND PRODUCTS that all governments of countries that can produce them have strict control over because they can be used for the production of mass destruction weapons such as nuclear weapons and chemical weapons.
The Japanese government has a list of about 20 countries called White Countries to which Japanese corporation are permitted to sell these strategic materials freely for three years until the permission is extended. Trades with other countries have to be checked on a product basis. The White Countries are developed countries like the US, Britain, France, Germany, etc., and South Korea was included in 2004.
However, all White Countries have punctual reporting duties of uses, stocks, etc., at the request of the Japanese government.
Recently, the Japanese government decided to exclude South Korea from the list of the White Countries, and started off with three strategic products such as hydrogen fluoride used in the production of semiconductors as well as of chemical weapons like sarin for the following reasons.
1. A South Korean politician revealed a shocking 156 cases of illegally exporting these strategic products to countries like Pakistan, Malaysia, UAE, etc., none of which needs it for production of electric products. They are likely to have been sold to other countries like Iran, North Korea or even to some terrorists.
2. For the last 3 years, the South Korean government has been postponing the report and meeting with the Japanese government. They are running around.
3. The production of semiconductors have declined this year but their purchase of hydrogen fluoride increased sharply. The Japanese government asked the reason for the 30% discrepancy for the actual use and stock, but the South Korean government kept on running around without answering.
4. South Korean’s off-shore delivery to North Korean ships has been reported several times against the decision by the UN Security Council.
5. A South Korea vessel which was suspected to be conducting off-shore delivery to a North Korean ship within the Japanese EEZ locked on radar at a Japanese aircraft which was patrolling at a legal distance. But the South Korean government refused to apologize and even said they would do it again.
So, any country would put South Korea off their list.
In fact, no other country include South Korea in their similar list. Japan is the only one that gave them the privilege.
I suppose they were right and Japan was wrong. Japan should not have given them the privilege in the first place.
They are NOT trust worthy.
The Japanese cabinet is going to pass a cabinet resolution on August 2, and the South Korea would be off the White Country list at the end of August. Then the number of strategic products to be controlled will be increased from 3 to about 1,000 products and materials.
But this itself is not a restriction. It just means the South Korea has to report properly.
However, they won’t be able to answer as they were running around in the last three years. So there would likely to be delay in trades of various strategic materials to South Korea.
The situation would not change at least as long as Moon is in his office, I guess..
