There is no trade dispute.
The three regulated items are goods that can be diverted to military use.
Japan regulated that Korea did not handle these supplies correctly.

There is no need for John Bolton to solve it.
Rather, John Bolton should encourage to immediately exclude Korea from the “White Country”.
