"Japanese" is a rough expression.
There are Japanese-Japanese and Korean-Japanese.
Korean-Japanese have 600,000 descendants of refugees who illegally entered the country during The Jeju Uprising or the Korean War.
Even if Japanese-Japanese does not buy, Korean-Japanese will buy.
